Is it possible for your penis to have stretch marks?

like in the middle of my shaft i have like this stretch mark that goes almost all the way around my penis, the skin looks stretched and is sort of wrinkly and softer than the rest of my skin

could this be from it growing too fast, or could it be from masturbating too much?

any ideas, i have no idea what it is

also i am only 14
no it is on the top on stops more towards the underside, its like a little more than a half circle
